Spencer Global is a Chilean law firm composed of attorneys and professionals dedicated to providing legal and investment services exclusively to international clients operating in or relocating to Chile.
We represent a diverse client base from across the globe, including foreign companies and investors, retirees, young professionals and families immigrating to Chile, as well as foreign attorneys and law firms requiring local counsel and jurisdictional support within the country.
Our firm provides legal services in both English and Spanish, and we are equipped to assist clients throughout Chile, from Santiago to the furthest reaches of the country's regions, including Patagonia in Southern Chile.
Founded by Charles Spencer and Zandra Valenzuela in 2004, with more than 20 years of experience in relocation, immigration law, property law and International Family Law, at Spencer Global Law we have assisted clients from all around the world in all regions of Chile.
Charles Spencer is the General Manager of Spencer Global. Charles holds an M.A. in Philosophy of Language and Artificial Intelligence and studied at the Institute for Logic, Language, and Computer Science in the Netherlands. Charles is originally from the United States and has spent the last 25 years managing companies across the Americas.
Zandra Valenzuela is Senior Attorney at Spencer Global. Zandra is a professor of International Law, a graduate of the University of Chile Law School (the Harvard of Chile), and studied International Law in the Netherlands. Zandra is originally from Santiago, Chile.
In 2017, Spencer Global entered into an association agreement with the Santiago-based law firm Veloso, Flores & Reyes, through the incorporation of our founding member Zandra Valenzuela. This collaboration gave rise to a new association and the firm was reconstituted under the name Veloso, Flores & Valenzuela.
Following the retirement of Paulina Veloso, the firm is now led by Paola Flores and Zandra Valenzuela, and continues to operate in close cooperation with Spencer Global Law.
The law firm of Flores & Valenzuela has its roots in the legendary law firm of Mosquera & Asociados, founded by the former Dean of the University of Chile Law School, Mario Mosquera Ruiz, in 1963.

In addition to the increased legal capabilities our new partners and associates bring in collective years of legal experience, we are also expanding our professional consulting services, including specialized litigation and arbitration. This augments our well-established reputation in real estate, immigration, and investment consulting in Chile. All our consulting services are directly overseen and managed by our group of attorneys to ensure the highest level of legal, ethical, and regulatory compliance in everything we do.
A special emphasis is placed on international family law, with expanded services in international divorce, child custody, and family inheritance law. This is complemented by the relocation and investment services of Spencer Global to provide tailored family-office services to our international clients and their families.
About our senior attorneys
Paola Flores is a specialist in Chilean family law, a University of Chile graduate and professor, and managing partner in the former iterations of our current firm — through “Gómez Katz & Flores Clunes Abogados”, “Estudio Jurídico Blanco, Flores y Reyes Abogados”, “Mosquera y Asociados”, and most recently “Veloso, Flores y Reyes”.
Zandra Valenzuela is an expert in private and public international law, having studied at the University of Chile and the University of Amsterdam. Zandra is a founding partner of Spencer Global Law and a professor of international law at several universities in Chile.
